Range of experience Tim Stephens is an Agricultural Engineer with over 20 years experience in Africa and, more recently, other parts of the world. This experience has been in the planning, design and construction of irrigation schemes, the siting, design, project management and supervision of the construction of dams - he is also the author of a book on this subject - the training of counterpart staff and topographical surveys. Most recent experience has been as Irrigation Engineer for the African Development Bank and as an independent consultant for UN agencies, JICA and other organisations. In the last five years, working mainly for IFAD and FAO, he has been involved in the preparation, appraisal and supervision of food security, irrigation and drainage, flood prevention and mitigation projects in Africa and south east Asia including the organising and managing of two international workshops in Malawi and Lao PDR.

  • Capacity buildingThis included hands on training of staff – in both the private and public sector – in irrigation design and installation, pumps and motors, borehole, wells and water storage structures.
  • Human resource development and trainingComprehensive training courses and manuals were provided in all aspects of irrigation with emphasis on commercial irrigation for small and large scale farming.
  • Mr Stephens is the author of The Handbook on the Siting, Design and Construction of Small Earth Dams and Weirs, published 1991 by Cranfield University Press, UK, and currently being reprinted for a comprehensively revised second edition.
  • Project management, including staff management, financial management and procurement managed several projects on site including the construction of a large earth dam and irrigation infrastructure (with access roads and bridges) ,the tendering and contract award for a public sector irrigation study and a technical overview on the Study’s progress.
  • Project cycle management: formulation, appraisal, supervision and completionlong and short-term consultancies within this field for FAO, IFAD, the World Bank, Danida and JICA.
