Mr Manley is a Chartered Civil Engineer with specialisation in computer applications for hydrology and water resources. Some of the studies he has worked on, including water aspects of the Middle-East Process, have been politically sensitive and have involved meetings at ministerial level. He is the developer of the HYSIM rainfall/runoff model which is in use by many firms of consultants and has been adopted as standard by the Environment Agency in the UK.
He is the co-auther of the climate site:
www.climatedata.info. He has carried out hydrological and water resources studies of major wetlands (Niger, Okavango, Tigris/Euphrates and Danube). He managed two major flow forecasting and data base development projects financed by the United Nations. He has working experience of more than thirty countries in Africa, Asia, the Middle East and Europe. He is a former member of the World Conservation Union (IUCN) Commission on Eco-system Management. |

- Technical Advisor on water aspects of the Middle East Peace Process for European Commission and French Government. Supervision of associated EU financed project to develop and enhance water data collection and processing capability. (Projects valued at € 7 million, for European Commission and € 1.7 for French government).
- Leader of an international team funded by EU to advise on technical aspects of a dispute between Lebanon and Israel over use of Jordan.
- Management of two flow forecasting schemes, in West Africa (8 countries) and Indonesia. (Projects value at $10 and $1 million, for World Meteorological Organisation).
- Deputy leader of international multi-disciplinary team reviewing proposals for water resources development in the Okavango Delta in Botswana (Review budget, $1 million, for IUCN). Further studies in connection with proposed abstraction upstream of delta.
- Key expert for monitoring on flood management project in Ukraine.
- Key expert for hydrology and water resources on Vardar/Axios river basin in Macedonia/Greece.
