Background As part of the multi-lateral track of the Middle-East Peace Process, a Working Group on Water Resources has been established. Under the aegis of this group, a committee (known as the Executive Action Team EXACT) to co-ordinate the activities related to water data has been established with the participation of the Israeli, Jordanian and Palestinian Core Parties and of donors. One of the Directors of WRA has participated in all relevant activities of the Water Resources Working Group and EXACT since 1994. |

Scope of work by Water Resource Associates Ltd The French government had proposed an environmental early warning system as their contribution to the activities of EXACT. The project comes under the auspices of the French Global Environmental Facility. On the basis of their experience of setting up a parallel project for European Union, Water Resources Associates were invited to help the French government get their project under way. This has included drafting the Terms of Reference for the project including hydrometric measuring equipment and data transmission facilities. |

Objectives A series of meetings has been held in the region with parties involved to reach agreement on the content of the project and the number and type of stations and transmission equipment to be use. Approval was obtained and the project was completed successfully in 2000. |
